The article seems more a initial news report of figures, quotes and minor observations related to the Individual Visit Scheme immediately after it comes into effect (which would be quickly outdated) rather than an encyclopedia entry. Unless there are reasons to keep the interim figures or "news report" style quotes I would attempt a shorter distilled version.

Would someone please locate the actual permission document and rules for the individual visit scheme and link to it? Also would like to know if the 7 days permitted is 24 hour blocks or calendar based.
